Kiraku is old school, in the scummiest part of Shibuya; Dogenzaka. Dogenzaka, affectionately called love-hotel-hill.
Speaking of love, you're going to love this ramen. Completely unexpected.
Like I said, old school. You're not expected to finish the soup, as doing so would mean a stomach full of that layer of oil. Focus on the noodles and wontons. Still, though, the oil-laden soup was a lighter shoyu with plenty of onion and garlic seasoning.

I stumbled into this place on a blazing hot day this summer. I finished the bowl despite the heat. A delicious and horrible decision.
